     Chinese workers and merchants living abroad in the New and Old Gold Mountains, Hawaii, Singapore, Penang Island, Cuba and Peru numbered at least millions. Their home letters often failed to reach their hometowns ten years after being sent, since the mail company had the custom of intercepting mails sent to non-treaty powers.
