An Iranian borrowing, literally, “horse-master”. Compare Inscriptional Parthian 𐭀𐭎𐭐𐭐𐭕𐭉 (ʾsppty), Inscriptional Middle Persian 𐭠𐭮𐭯𐭯𐭲 (ʾsppt, master of horses, chief of cavalry), Sanskrit अश्वपति (áṡvapati), Elamite [script needed] (aššabattiš) (from Old Persian).
