From það ‎(“it”) + er ‎(“is”), the third person singular of vera ‎(“to be”) + ýmist ‎(“either”) + of ‎(“too, too much”) + eða ‎(“or”) + van ‎(“too little”). Literally meaning "it is either too much or too little".
